Paul was raised by his mother until he was twelve. Theirs was a nomadic life, rarely settling in one place for more than a few months. Paul’s first language is Spanish, though he rarely speaks it now: his earliest years were spent in Mexico and Cuba. In his twelfth year, his mother was arrested for involvement with a bombing. Though Paul is convinced she was innocent, she was convicted of the crime. Paul was raised by his grandparents in Rainier: the parents of a father he had never known. His only contact with his mother since then has been by letter.
Paul is highly intelligent. He won a full scholarship to Rainier University where he studied cybernetic design and medicine. He went on to qualify as a surgeon but during his residency he met Tori Locke. She tempted him into the world of illegal cybernetics and he eventually became a surgeon to the ‘Wolfpack’ – an underground gang. Paul became romantically involved with Tori and through her was drawn deeper and deeper into the criminal underworld until he could see no way out. Though he has made many mistakes, Paul has a strong sense of ethics and morality that frequently conflicts with his work for the Wolfpack.
At the beginning of City of Rain, Paul is unhappy with his life. He feels responsible for Tori’s addiction to cybernetic mods because he gave her the first of them. The addiction is killing her and Paul is trapped in the relationship because of that. When he meets Mike Cameron, he sees a glimmer of light at the end of the tunnel.
